I was asked to research and make recommendations to strengthen the link between housing and behavioral health programs to improve permanent supportive housing. With backgrounds in both fields, I had credibility on a complex topic, and the report was instrumental in achieving significant policy changes in Pennsylvania at the Housing Finance Agency in 2013. The first five years of welfare reform and a strong economy resulted in large state balances in funding for Temporary Assistance for Needy Families. The Ridge Administration unsuccessfully proposed to the Bush administration that the funds be linked with housing programs to bring more affordable housing to low income households. As efforts to evaluate housing programs illustrate, it's difficult to make precise comparisons. But it's worth the effort.
